I was going to say, “If you use your imagination,” but it’s easy to imagine it as Lego instead of Playmobil. I can see it easily as either, and the artist may have had Lego in his mind when he did it.

I don’t care if it’s Lego, Playmobil or Weetabix.
I used to put Lego heads on top of the little cars I used to make. I used to pretend that they were police cars, and the heads were lamps, but people kept saying “Why do you have a severed head on top of your Lego car?” so I stopped playing with Lego.
But I still drive around with a severed head on top of my car. Some habits die hard, I guess.
